I'm a PvEr, and you didn't specify which, so I'll provide answers based off of what I know. If you didn't mean PvE, disregard.

I use a stick on my fire elementalist, but if I was going to use an offhand, I would use a wand with +5 energy (while enchanted) and HSR 20% with a HSR/HCT offhand. In my experience, I generally don't have energy management problems but spend more time waiting for my skills to recharge.

Since a lot of healing is spamming skills and making red bars go up, I'd recommend an inscribable staff from Nightfall/GW:EN add an Insightful Head and add a +5^50 (or +5 enchanted if you are enchanted a lot like with Healer's Boon) inscription, this will give you an additional 20 energy. Staff wrapping of your choice, mine is +1/20% Healing Prayers. Most staves come with an inherent recharge modifer now.

Here is a page on all sorts of information on bows. Probably too much information. I personally tend to use a recurve bow and a flatbow. Flatbow for pulling and stationary targets, recurve for interrupting and mobile targets.

I personally use:
Dragon Breath Wand (req 9) 20/20
Flame Artifact (req 9, Eyeball skin) 20/20
The lowered casting time and recharge time is my personal favorite,- but its mostly a matter of build and personal preferences.

Cheers!

1: Any max fire wand with 20/20 (casting & recharge) mod, any max fire focus with +30 health or 20/20 as back up
2: A max healing rod with +5energy^50%, healing focus with +30 health or armor bonus
3: No best bow for ranger, I used short bow for close range and flat bow for most used, back it up with FW or read the wind. 15^50 is popular mod, so does +30 health. Have a different set of dmg type strings is always good.

Listen to Ryker and visit Wiki.
I'm sure I answered these questions yesterday.

Yes, wiki's the answer to almost everything.

For fire... It depends imo. If you're going to be spamming spells (eg. SF Ele) you should use a wand+focus combo, both with HCT/HSR, and another kit with 15/-1. If you're just plain nuking with spells like Meteor Shower, or running something like Savannah Heat, you should use a staff, as it can provide you with the most unconditional energy.

For monks... Well that depends whether it's PvE or PvP. If it's PvP, go with a -Energy Focus, and -5Energy Weapon, a +60 Health Staff, two 15/-1s, and an Insightful staff of Enchanting.

If it's PvE... Pretty much anything actually.

For bow... Look up wiki.

As a Ranger I switch between three different bows
  • longbow~for pulling
  • recurve~my main bow (fastest flight time ... good for interupting)
  • shortbow w/vamp bow string~(fastest re-fire time) for when things get hot and heavy

That's just my preference. Ask ten people and you will get ten answers.

If you can afford multiple bows a recurve bow is a good in between
